Information You May Need to Know

  • Albany State University prohibits hazing.
  • This prohibition applies to students, prospective students, faculty, staff, affiliated school organizations, and other individuals covered by University policy, and covers hazing that occurs on or off campus.

  • Hazing is any intentional, knowing, or reckless act against another person, regardless of whether that person agrees to participate, that is connected to joining, belonging to, or staying in a student or school organization. The act must cause or create a risk of physical or psychological harm that goes beyond the normal risks of the organization's activities.

  • Reports of hazing may be submitted through the University's online Hazing Incident Report Form or reported to the Office of Student Support and Student Conduct or Albany State University Police Department. Additional reporting options are provided in the University's Anti-Hazing Policy.

  • Hazing allegations involving students or student organizations are investigated by the Office of Student Support and Student Conduct under the Albany State University Student Code of Conduct and Anti-Hazing Policy.

  • After a hazing report is received, the Office of Student Support and Student Conduct conducts an initial review and investigates the reported incident. When appropriate, the University may impose interim measures, including no-contact directives, housing changes, or interim suspension when there is a serious and immediate safety concern.

  • The accused student or student organization receives written notice of the hazing allegations and an opportunity to respond and provide relevant information.

  • The University conducts a thorough and impartial investigation that may include interviews and review of relevant records, statements, and other available evidence. Based on the investigation, the matter may be closed when there is insufficient evidence, resolved informally when permitted under University policy, or referred for a formal hearing. A finding of responsibility is based on the preponderance of the evidence standard, meaning the evidence shows that it is more likely than not that the student or student organization violated University policy.

  • A written decision is provided through University email and includes the outcome and any sanctions. When an appeal is permitted under the Student Code of Conduct, the student or student organization may appeal in writing within five business days of the official notice.

  • Possible sanctions for students include, but are not limited to, educational or restorative requirements, community service, loss of University privileges, restitution, probation, suspension, and expulsion. Student organizations may also face sanctions, including, but not limited to, educational requirements, loss of privileges, probation, suspension, organizational expulsion, or revocation of University recognition.

  • Students have the right to remain silent or choose not to participate in the investigation without an adverse inference; however, the investigation and resolution process may continue without their participation. Retaliation against anyone who reports, provides information, participates, or refuses to participate in an investigation or resolution process is prohibited.

Hazing is a criminal offense under Georgia law (O.C.G.A. § 16-5-61, the Max Gruver Act).

It is unlawful for any person to haze a student in connection with gaining or maintaining membership or status in a school organization.

Hazing includes activities that endanger physical health or coerce consumption of substances that risk intoxication or  unconsciousness, regardless of the student’s willingness to participate.

A violation is a misdemeanor of a high and aggravated nature and may result in criminal penalties in addition to university discipline.

Hazing Transparency (Max Gruver) Disclosures 

REPORTING PERIOD: July 1, 2025 – PRESENT

The Office of Student Support and Student Conduct has no findings of responsibility for reportable hazing violations involving school or student organizations for the reporting period beginning July 1, 2025.

ANNUAL SECURITY REPORT AND CLERY HAZING STATISTICS

Beginning with the 2026 Annual Security and Fire Safety Report (ASFR), Albany State University discloses criminal statistics for hazing as required by the Jeanne Clery Campus Safety Act. These statistics differ from the organizational hazing violations published in this Transparency Report. Clery hazing statistics are limited to incidents occurring within Albany State University's Clery Geography and are based on reports made to Campus Security Authorities or law enforcement; a disciplinary finding is not required for an incident to be counted.

 

  • Report Updates, Retention, and Student Privacy 

  • Albany State University's Hazing Transparency and Max Gruver Report will be reviewed and updated no less than twice each year. The University will also update the report, as applicable, within 15 calendar days of final adjudication of a hazing violation or public notice of a criminal hazing conviction.
    Hazing violations published in Albany State University's Hazing Transparency and Max Gruver Report will remain publicly available for at least five years as required by applicable federal and state requirements.
    Albany State University does not include personally identifiable information about individual students in its public hazing disclosures. Public disclosures are made in accordance with the Family Educational Rights and Privacy Act (FERPA).
